상황 등 여러 가지를 고려해 볼 때에 올 해 안으로 총회안건에 부쳐질 가능성이
거의 없어 보입니다.
각 국의 합의로 유엔총회에서 통과가 되더라도 유엔헌장의 개정을 위하여서는
각 국의 국회에서 승인을 받고 무엇보다도 안보리의 승인을 거쳐야하는데 중국

유엔안보리 확대는 준상임이사국 증설의 B안으로 결정될 것이 유력한 것으로
보이며 이것이 우리나라에 유리한 안으로 서 민주성과 대표성를 지향하는 유엔

The four countries urging UN Security Council reform say they are confident they have enough support to carry their proposal in a vote in the coming weeks.
India, Germany, Brazil and Japan want to enlarge the council from 15 members to 25, with six new permanent seats.
Ambassadors for the "group of four" said they had the required backing of two-thirds of General Assembly members.
They were speaking after discussing the terms of a draft resolution with UN Secretary General Kofi Annan on Friday.
The Security Council - the UN's main decision-making body - reflects the balance of power at the end of World War II.
Ten of its members rotate for two-year terms and the other five - the US, Britain, France, Russia and China - have permanent seats with veto power.
Reformers were given a boost earlier this year, when Mr Annan included expansion of the body within a package of overall reform of the UN.
India, Germany, Brazil and Japan are proposing to add six permanent and four non-permanent seats.
However, the new permanent members would forego the right to veto decisions for 15 years.
Hurdles to clear
On Friday Germany's ambassador to the UN, Gunter Pleuger, predicted that the General Assembly would approve the plan.
"We are confident that we have the two-thirds majority that we need," he said.
"But of course we are also striving for the largest possible agreement on this issue because it is an important issue - most probably one of the most important issues in the last 60 years."
The Indian ambassador said a vote could be held at the end of June, give or take a few days.
If the General Assembly approves Security Council enlargement, it will then hold a vote on which countries would take up the new seats.
The next stage is an amendment to the UN Charter - which must be approved by national legislatures and the current Security Council.
Among the permanent members, both China and the US have expressed reservations about enlargement. France and Britain support the idea and Russia's position is unclear.
